If part of your cost cutting plan is to send snail mail everyone in your jurisdiction, please deduct the cost of the mailing from the projected savings of your plan.  Then think about trees and the environment, and find another way.

Scott Brown is actually beating Deval Patrick in this arena, because mailing income tax receipts to the entire country entails comparatively less of an administrative burden than forcing all state employees to resubscribe to their health care plans.
